After failing in past attempts, the Legislature gets another crack at passing a state version of an earned-income tax credit. It's a good idea and one that deserves passage.
The bill that emerged out of committee is a watered-down version of the original legislation. Instead of allowing residents to receive 20 percent of the federal credit off their state taxes, the new version would limit qualifying applicants to a 10 percent deduction. The change would reduce the financial burden on the state from about $60 million to less than $30 million.
